Shenandoah Zoning Board Rejects Used-Car-Lot Proposal at Former Jefferson School Site

SCHUYLKILL COUNTY, Pa. — An effort to convert the former Jefferson School property at West and Centre streets in Shenandoah into a used-car sales lot did not secure zoning approval. The Shenandoah Sentinel reported that the borough’s Zoning Hearing Board rejected the applicant’s requested relief following a Friday, October 23 hearing.

What was proposed?

Representatives of Williams Legacy LLC presented a concept for the vacant site, which sits in a residential zoning district. Their idea involved showing and selling roughly two dozen used vehicles with additional room for customer parking. Because that type of business is not a permitted use under the property’s residential zoning, the applicants sought a variance.

Arguments for the project

The applicants described the proposal as a way to return the parcel to productive use, generate local tax revenue and possibly support jobs. The site formerly accommodated Jefferson School, but its history alone does not establish that present-day commercial operations are allowed under the current zoning ordinance.

What the board decided

The board denied the request, according to the Sentinel’s account of the hearing. A zoning denial concerns the requested use and relief; it is not a determination that the vacant parcel cannot ever be improved or developed. Any future plan would have to follow the applicable ordinance and approval processes.

What happens next?

The reporting reviewed for this article did not establish a new development proposal or a filed appeal. Residents interested in the property may consult official borough zoning records and hearing notices for subsequent action.
